(Al-Haaqa) 69 : 30
خُذُوهُ فَغُلُّوهُ
You seize him, then you tie him in the chain.
Allah is giving this command to the guards of the Hellfire. It is told in verse 76: 4 that Allah has kept prepared chains, yokes and blazing fire for the disbelievers. Since the shackles are tied to the dogs in their neck, the disbelievers who reject Adhikr will be tied in the blazing fire in the shape of dog. See explanation 7: 175-176; 34: 31-33; and 40: 69-75.
